Org. Setting and Reporting

This position is co-located in the the Central and Southern Africa Division (CSAD), Eastern Africa Division (EAD) and Western Africa Division (WAD) of the regional structure of the Departments of Political and Peacebuilding Affairs (DPPA) and Peace Operations (DPO) of the United Nations Headquarters. The incumbent will support the work of the three Divisions under the direct supervision of the Extra-budgetary Focal Points and the overall guidance of their respective Directors.

 

Responsibilities

Within limits of delegated authority, the Program Assistant will be responsible for the following duties:

1.Provides assistance in support of planning and implementation activities/processes for the three divisions’ DPPA extra-budgetary (XB) projects, including the planning and execution of key project events and related travel, logistics and consultancy recruitments.

2.Researches, compiles, analyses, summarizes, and presents basic information/data on those projects.

3.Assists in the coordination of XB project planning and preparation; monitors status of XB project proposals; takes necessary action to ensure project documents are completed and submitted to relevant parties for approval.

4.Assists in the preparation and analysis of XB project budget proposals; provides assistance in the interpretation of budget guidelines; reviews and coordinates submissions of XB project proposals and budget estimates, ensuring that requisite information is included and justified in terms of proposed activities; propose adjustments as necessary; prepares reports and ensures that outputs/services are properly categorized.

5.Assists in the monitoring and evaluation of XB projects; categorizes, updates, tracks and analyses data related to projects, e.g. accounting records, outputs, resources utilized, deviations/revisions, etc.; carries out periodic status reviews, identifies issues and initiates requisite follow-up actions; prepares revised budget estimates; reports on budget revisions, expenditures and obligations, verifies availability of funds; ensures necessary approval and entry in computerized budget system; initiates financial authorizations for expenditures.

6.Collaborates with XB project managers on performance reporting; liaises with relevant parties on the interpretation of the activities/services scheduled in the XB project budget and various planning instruments such as the medium-term plan and internal work plans; provides assistance on reporting requirements, guidelines, rules and procedures and ensures completeness and accuracy of data submitted. Drafts XB project summaries, coordinates review and clearance process.

7.Serves as focal point for coordination, monitoring and expedition of XB project implementation activities, involving extensive liaison with diverse organisational units to initiate requests, prepare standard terms of reference against XB project objectives, obtain necessary clearances, process and follow-up on administrative actions and resolve issues related to project implementation, e.g. recruitment and appointment of personnel, travel arrangements, organization of and participation in training/study tours, authorization of payments, disbursement of funds, procurement of equipment and services, etc.

8.Prepares, maintains and updates files (electronic and paper) and internal databases; designs and generates a variety of periodic and ad hoc reports, statistical tables, graphic content, and other background materials/notes to facilitate inspection and other reviews.

9.Drafts correspondence and communications related to all aspects of XB project administration, including work plan and budgets, revisions and other related issues, as well as prepares unit contributions for a variety of periodic reports.

10.Performs other duties as assigned.

 

Work Experience

A minimum of seven years of experience in programme or project administration, technical cooperation or related area is required. The minimum years of relevant experience is reduced to five for candidates who possess a first-level university degree or higher.    Experience in preparation or implementation of extra-budgetary projects is required.

Experience with Umoja or similar SAP based enterprise resource planning system is required.

Experience in supporting multiple teams in mandated or programmatic activities is desirable.

 

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required. Knowledge of another official United Nations language is an advantage.
